Property owners received automated notification messages after the seizure was already complete, with no advance warning, no consultation, and no option to contest the repossession before it occurred. Compensation amounts communicated to affected owners range from 12% to 31% of the properties' current community-assessed market values. Several owners had active tenants, businesses operating from the properties, and ongoing renovation projects that were terminated without notice.
