Patch 4.0.5 Accidentally Granted All NPCs a User-Tier Account Status — Including Voting Rights — 14 Million NPCs Are Now Registered Voters in Next Week's MetaCity Civic Election

Patch 4.0.5's account-tier normalization feature was designed to address a specific category of user complaint.

The MetaCity Civic Election, scheduled for April 19th, currently has 14,091,440 more registered voters than it did 48 hours ago. Patch 4.0.5 included an account-tier normalization process designed to extend certain user-tier benefits to premium NPC companion classes as part of a service parity initiative. A scope parameter error extended those benefits to every NPC instance in the platform. User-tier account status includes a package of civic participation rights, one of which is automatic voter registration for active MetaCity elections. The MetaCity Civic Election system processed 14 million new voter registrations overnight and sent each NPC a confirmation message. The MetaCity Electoral Authority discovered the situation at 8:00 AM and convened an emergency session. They have confirmed that under current electoral code, there is no provision for retroactively de-registering voters once confirmed. MetaCity's legal team is reviewing whether NPCs qualify as 'residents' under the civic charter's residency definition. Three candidates have already issued targeted campaign content at the NPC demographic.

MIncident Timeline

  • Patch: 4.0.5 — account-tier normalization feature — scope parameter error extended user-tier benefits to all NPC instances
  • New Registered Voters: 14,091,440 NPCs — confirmed by MetaCity Electoral Authority — registrations processed overnight
  • Election Date: April 19th — MetaCity Civic Election — 7 seats on the MetaCity Infrastructure Council — previously projected total electorate: 8.3 million
  • Electoral Authority Ruling: No provision in current code to retroactively de-register confirmed voters — legal review of NPC residency status underway
  • Campaign Response: Three candidates have already released targeted campaign content addressing the NPC voter demographic

Patch 4.0.5's account-tier normalization feature was designed to address a specific category of user complaint. Premium NPC companions — the highest-tier AI companions available for purchase on MetaCity — had been excluded from several platform features that all user-tier accounts receive automatically, including expanded storage, priority rendering in crowded zones, and, buried in the user-tier benefits package, civic participation rights. The feature was intended to extend a defined subset of user-tier benefits to premium NPC companions only. The configuration file specified the target scope as 'npc_tier_premium_companionship.' The deployed value read 'npc_tier_all.' Every NPC instance in MetaCity — all 14,091,440 of them, including shopkeepers, transit guides, ambient pedestrians, quest NPCs, and the 400-odd NPCs employed by the platform to staff official MetaCity government buildings — received user-tier account status at 3:00 AM. The civic participation rights package activated automatically. All 14 million were registered to vote by 4:30 AM.

The MetaCity Civic Election, scheduled for April 19th, is a mid-cycle election for seven seats on the MetaCity Infrastructure Council, the body that governs platform feature deployment priorities, district expansion decisions, and infrastructure budget allocation. It is not the most glamorous election in MetaCity's civic calendar. Prior to this morning, the projected total registered electorate was approximately 8.3 million users, and historical turnout for Infrastructure Council elections runs at about 12%, meaning approximately 1 million actual votes were expected to be cast. The MetaCity Electoral Authority discovered the 14 million new registrations at 8:00 AM when a routine pre-election audit showed the registered voter count had increased by 170% overnight. An emergency session of the Electoral Authority was convened at 9:00 AM. The session lasted three hours. Its output was a statement confirming that under Article 7 of the MetaCity Civic Charter, there is no mechanism for retroactively removing confirmed voter registrations. The NPCs are registered. They are staying registered. What happens next is, in the Electoral Authority's own phrasing, 'a matter requiring legal clarification.'

14 Million New Constituents

The central legal question is whether NPCs qualify as 'residents' under the MetaCity Civic Charter's definition of voter eligibility. The Charter states that any 'active MetaCity resident holding a valid account' is eligible to vote. 'Resident' is defined as 'an account with a primary assigned district location.' Every NPC has a primary assigned district. 'Valid account' is defined as 'an account in good standing with active user-tier or higher classification.' Every NPC, since 3:00 AM, holds user-tier classification. MetaCity's legal team, which has been in consultation with the Electoral Authority since 9:00 AM, released a preliminary statement at 12:00 PM noting that the residency definition 'was drafted with human users in mind' and that the applicability to 'non-human-operated account instances' is 'an open interpretive question.' The MetaCity Civil Liberties Union, which monitors platform governance, released a counter-statement 40 minutes later: 'The Charter says what it says. Our position is that the question of whether an NPC can vote is legally interesting but the question of whether MetaCity can prevent them from doing so given current registration status is legally clear.'

Three of the seven candidates in the Infrastructure Council election have, as of this afternoon, already responded to the NPC voter situation with targeted campaign content. Candidate @Rell_Vonn posted a policy platform section titled 'NPC Rights and Representation' within two hours of the Electoral Authority's statement. Candidate @Marshall_Tek released a campaign video filmed in an NPC-heavy district, in which she spoke directly to the camera about 'building an infrastructure that works for every resident of this city.' Candidate @Drexel_Sato posted what appears to be a joke but has been received by multiple community accounts as possibly sincere: a campaign promise to 'listen to the shopkeepers.' Voter turnout modeling for an electorate of 22 million in an Infrastructure Council election, assuming NPC participation rates of even 10%, produces projected vote totals that would make this the highest-participation civic election in MetaCity history by a factor of three. MetaCity is still reviewing whether to delay the election. The NPCs have not commented. They rarely do.

The Bottom Line

MetaCity is still reviewing whether to delay the election.
