It is not a system users interact with directly; it operates invisibly behind every property door and every ownership certificate. When it works correctly, it is unnoticeable. When it fails, properties become physically present but administratively nonexistent — buildings that stand in the world without any record that they belong to anyone or that anyone is allowed inside them.
